Brook Street forms a prominent street scene within the designated Conservation Area and the application site is therefore sensitively located. The local planning authority is of the opinion that the red finish to the asphalt is contray to, and not in-keeping with the attractive and established character and appearance of the area described in the Wymeswold Conservation Area Character Assessment. The use of the red resin bound material outside the entrance gates to the dwelling, is inappropriate and incongruous in the street scene. The development is therefore contrary to Policies CS2 and CS14 of the Charnwood Local Plan 2011-2028 Core Strategy and saved policy EV/1 of the Borough of Charnwood Local Plan and the relevant provisions of the National Planning Policy Framework.
