The proposed development would result in an intensification in the student use of the property in an area which already contains a high proportion of houses in multiple occupation, often but not exclusively occupied by students, and this results in impacts in the area greater than those normally associated with dwellings used within the scope of Use Class C3. This intensification of the use of the dwelling would be likely to increase the potential for further noise and disturbance, anti-social behaviour and would result in a loss of off-street parking, putting pressure on existing on-street parking. The increase in the proportion of students who occupy the area transitorily would lead to further fragmentation and unbalancing of the local permanent community and further detriment to the general amenities of the local area. As such, the proposal would have a detrimental impact on the Conservation Area and neighbour amenity and would be contrary to the intentions of policies CS2 and CS4 of the Charnwood Local Plan Core Strategy.
