In the opinion of the local planning authority, the proposed porch would, by reason of its design and position, be harmful to visual amenity and the character and appearance of the Barrow upon Soar Conservation Area. As such, it is considered that the proposal is contrary to Policies CS 2 and CS 14 of the adopted Charnwood Local Plan 2011 to 2028 Core Strategy, saved policies EV/1 and H/17 of the Borough of Charnwood Local Plan 1991 to 2006 and the Borough Council’s supplementary planning guidance House Extensions. These policies seek to ensure that new developments respect and enhance the character of the area, protect heritage assets and their settings, are of a design, scale and mass compatible with the locality, and do not appear as intrusive or incongruous features in the streetscene, to the detriment of visual amenity.
