Reasons 1

In the opinion of the local planning authority, the proposal would be detrimental to the residential amenities of the occupiers of the neighbouring property at 19 Charles Street. Policy CS 2 of the adopted Charnwood Local Plan 2011 to 2028 Core Strategy and saved policies EV/1 and H/17 of the Borough of Charnwood Local Plan 1991 to 2006 are relevant to the proposal, as is the Borough Council’s supplementary planning guidance House Extensions. These policies seek to ensure that extensions to dwellings protect the amenities of people who live nearby, by not overshadowing or having an overbearing impact on neighbouring properties. By virtue of its scale and its proximity to 19 Charles Street, it is held that the proposed extension would overshadow and have an overbearing impact on habitable rooms in that property. As such, it is concluded that the proposal is contrary to the policies and guidance mentioned above.
