The local planning authority considers that the second floor extension, due to its height, form, design and location would appear as a dominant and incongruous feature on the rear of 26 School Street which would be clearly seen from Jubilee Way, part of the Inner Relief Road around Loughborough town centre. The proposal would, therefore, be detrimental to the character and appearance of the building and the streetscene. For these reasons, the proposal is contrary to the intentions of saved Policies EV/1 and H/17 of the adopted Borough of Charnwood Local Plan, Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, the Borough Council's adopted Supplementary Planning Guidance on House Extensions and the National Planning Policy Framework .
