Reasons 1

The pattern of development in the immediate locality is characterised by large two-storey dwellings set well back from the road and in spacious grounds. As such, this part of Anstey Lane, which is ‘bookended’ by buildings at either end that abut the footway,.has an open character that is distinct from other sections of the road, It is the opinion of the local planning authority that the proposed dwelling, by reason of its siting in a prominent frontage position close to the road, would appear as an incongruous element in the street scene and would erode the feeling of openness on this particular part of Anstey Lane. Notwithstanding that the dwelling would be single storey only and set behind a hedgerow, the gable-end of the building and its roof would still be visible above this. It would, therefore, be very apparent from views along the road that there was substantial built development within the frontage of the main property. This visibility would also be evident from the opening in the hedgerow required for the separate access, which would provide additional views into the site and the building. In addition, taking into account the site’s attributes, it is considered that the proposal would result in a cramped and contrived form of development. The combined provision of parking spaces and private garden within the associated amenity area for the property would lead to a poor and enclosed living environment close to the road, to the detriment of the residential amenites of any future occupiers. In conclusion, therefore, the development would appear as a cramped, contrived and incongruous form of development to the detriment of the street scene, where it would appear out of scale and character with the surrounding area and with the wider character and appearance of the Conservation Area. It would also result in a poor living environment for the future occupiers of the property. Accordingly, it would be contrary to Policy CS2 and CS14 of the Charnwood Local
