It is the opinion of the local planning authority that the proposed access with its retaining walls and expanse of hardstanding would appear incongruous within the streetscene. The streetscene is tree lined with dense landscaping so that the dwellings are largely hidden from view. The proposed access would break up the tree lined frontage which would appear intrusive in the streetscene and as such, it would be contrary to policy EV/1 of the adopted Borough of Charnwood Local Plan and policy CS2 of the emerging Charnwood Local Plan Core Strategy and in conflict with paragraph 56 of the National Planning Policy Framework.
