It is established planning policy, at both national and local level, that new development should be permitted outside established settlements in exceptional circumstances only. These circumstances normally relate to an agricultural need. The application site is located in the countryside and there are no exceptional circumstances which justify over-riding normal planning policies. In addition the application site is within an area designated in adopted Borough of Charnwood Local Plan as an area of particularly attractive countryside. Due to its size, prominence and unsympathetic design, the proposal would be detrimental to the appearance and character of the open countryside and, therefore, in conflict with Policies CT/1, CT/2, EV/1, H/17 and CT/7 of the Local Plan, and policies CS2 and CS11 of the emerging Borough of Charnwood Core Strategy which promote development that protects the rural and special character and appearance of the countryside.
