Reasons 1

Use of the extension as a separate dwelling would give rise to a cramped form of development with reduced amenity for future residents. The formation of a very narrow enclosed rear amenity space, would be contrary to the established character of the area which features family homes occupying generously proportioned plots with private gardens. In addition, planning permission would not have been granted for the erection of an attached (separately occupied) dwelling as built, due to the impact of the rear projecting extension on the principal kitchen windows in the existing host property. This window is located on the south-east elevation and conflicts with recommended design guidance relating to over-dominance and the calculation of losses of daylight and sunlight. Whilst the alterations to the ground floor window in the south western elevation of the extension would assist in maintaining privacy, the proposal would lead to a permanent reduction in amenity for both current and future occupiers of No. 142 Maple Road South. The formation of a separately occupied dwelling would therefore be contrary to saved policy H/16 of the Adopted Charnwood Local Plan, emerging policy CS2 of the Core Strategy and the advice given in the National Planning Policy Framework, (in particular in paragraph 17); all of which seek to ensure provision is made for appropriate standards of amenity for future occupiers.
