Reasons 1

It is the opinion of the local planning authority that the proposed development would provide only limited outlook from habitable rooms and private amenity space of only limited value for the enjoyment of the future occupiers of the dwelling, due to its orientation and layout. The development would also have a significantly detrimental impact on the principle rooms and gardens of adjacent dwellings in terms of loss of light and privacy and would not meet minimum adopted standards as set out in Supplementary Planning Guidance "Backland and Tandem Development" and “Leading in Design”. It is also the opinion of the local planning authority that the proposed 1.8m high screen walling and fence, due to its height and prominent forward location would appear as an oppressive incongruous feature within the streetscene. This boundary treatment would be at odds with the established character of the area and the rhythm of the streetscene. The development is therefore considered to be contrary to saved Policies EV/1 and H/16 of the Borough of Charnwood Local Plan (adopted 12th January 2004), Policy CS2 of the emerging Charnwood Local Plan Core Strategy 2006 to 2028, adopted Supplementary Planning and the policy principles established in the National Planning Policy Framework which all seek to ensure a high standard of design.
