The emphasis of national planning policy is to reduce the demand for travel, especially by car, and, therefore, to discourage residential development in unsustainable locations. The National Planning Policy Framework and Planning Policy for Traveller Sites (August 2015) seek to achieve sustainable development and reiterate that planning applications must be determined in accordance with the development plan unles material considerations indicate otherwise. This approach is now also reflected in the emerging Borough of Charnwood Core Strategy which is at an advanced stage and is policies carry very significant weight. The site lies outside a settlement that has not been identified as a service or rural centre and the local planning authority is not satisfied that the proposed development is essential in this location to meet the identified, specific need for gypsy accommodation, as defined in Policy H/9 of the adopted Borough of Charnwood Local Plan and National Policy. The proposal represents unsustainable development on a larger scale than previously envisaged and development that would rely on the use of the private car and, therefore, in conflict with current national policies and guidance. In addition, the development would be visually intrusive in the rural landscape and damaging to the tranquility, character and appearance of this part of the High Leicestershire Area of Particularly Attractive Countryside. The development would therefore conflict with Policies ST/1, ST/2, CT/1, CT/2, CT/7 and H/9, EV/20 of the Borough of Charnwood Local Plan and Policies CS1, CS5, CS11 of the emerging Borough of Charnwood Core Strategy.
