The application site is located in the open countryside and in a relatively flat and exposed area. The proposed positions of the new agricultural livestock building, on the boundary of the application site allows little scope for screening landscaping and would be detrimental to the rural and undeveloped character and appearance of the landscape. Insufficient information has been submitted to demonstrate that its use would not cause a significant loss of amenity to the existing unrelated dwelling at the site. The proposed development would therefore conflict with the relevant provisions of the National Planning Policy Framework, Policies CT/2, EV/1, EV/39, and EV/20 of the Borough of Charnwood Local Plan and the emerging Borough of Charnwood Core Strategy which promote sustainable development and seek to protect the rural character and appearance of the countryside and protect the amenities of existing residential occupiers.
