The local planning authority is of the opinion that the proposals include design elements which are not in keeping with the existing dwelling or the area in general. Due to the prominent location of the balcony extension further emphasised by the balustrade detail, and the removal of the domestic styled window frames at first floor level in conflict with the style and design of the fenestration at the dwelling, the proposals are considered to harm the appearance of the dwelling and appear incongruous in relation to neighbouring dwellings and the streetscene. The proposals are thereby contrary to the intentions of policies EV/1 and H/17 of the Borough of Charnwood Local Plan, Policy CS 2 of the emerging Charnwood Local Plan Core Strategy 2006 to 2028, the Council's Supplementary Planning Guidance on House Extensions and the National Planning Policy Framework which seek to ensure a high standard of design that is compatible with the locality and not incongruous within the streetscene.
