Reasons 1

Whilst it is acknowledged that the Council is not currently able to demonstrate the availability of a five year supply of housing land the cumulative adverse impacts of the development are considered to outweigh the benefits of the additional housing. As a result the development is not considered to be a sustainable one. The cumulative adverse impact of the proposal is considered to be significant and demonstrable and comprises the following individual elements: - The location does not offer a comparatively sustainable location for new housing growth when the Borough is considered as a whole. As a result the development does not comply with the most recent expression of sustainable growth as set out in the Core Strategy. - The siting between two separate character areas of the village combined with the poorly coordinated design and bulky scale and massing of the dwelling would give rise to visual harm to the streetscene. This visual harm would also lead to less than substantial harm to the conservation area which would not be outweighed by public benefits to the scheme. - The proposal would result in poor levels of privacy for both 33 Main Street and 4 Home Close as there would be direct overlooking between windows and overlooking of garden areas. Coupled with this there would be increased noise and disturbance from the parking area located close to the side elevation of 33 Main street. This would lead to a material loss of amenity for these two properties. For this reason the proposal is contrary to the NPPF and in particular the aims of paragraphs 7, 8, 14, 17, 53, 58 and 134, policies CS1, CS2, CS14 and CS26 of the emerging Core Strategy, saved policies EV/1 and H/16, of the Borough of Charnwood Local Plan and the Council's Supplementary Planning Document Leading in Design. .
