Reasons 1

It is the opinion of the local planning authority that, by reason of the size of the extension and its siting in close proximity to neighbouring properties, it would be an intrusive and over-dominant feature, to the detriment of the residential amenities of the occupiers of those properties. For this reason the proposal would be contrary to the intentions of saved policies EV/1 and H/17 of the Borough of Charnwood Local Plan 1991-2006 and to policy CS 2 of the emerging Charnwood Local Plan 2011 to 2028 Core Strategy. These policies seek to ensure that extensions to dwellings are compatible in scale and design with the original dwelling and that the amenities of neighbouring residents are protected. The proposal is also in conflict with the advice given on the location of extensions in the Borough Council's adopted Supplementary Planning Guidance on House Extensions.


Reasons 3

It is the opinion of the local planning authority that the proposed extension would create a separate unit of accommodation and that it has not been demonstrated how the parking and amenity space requirements of both that unit of accommodation and the existing house would be satisfied. Accordingly, it is considered that the proposals are contrary to saved policy TR/18 of the Borough of Charnwood Local Plan 1991-2006 and to policy CS 2 of the emerging Charnwood Local Plan 2011 to 2028 Core Strategy.


Reasons 2

It is the opinion of the local planning authority that the two-storey gable-roofed extension would conflict with the basic shape and design of the hipped-roof detached dwelling and be detrimental to its appearance. In terms of its massing, height and location, the extension would not be subordinate, in size and design, to the existing dwelling. The development would appear as a dominant and incongruous feature in the street scene, to the detriment of its appearance and character. The development is, therefore, contrary to saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan 1991-2006, policy CS 2 of the emerging Charnwood Local Plan 2011 to 2028 Core Strategy, the Council's adopted Supplementary Planning Guidance House Extensions (2001) and the Supplementary Planning Document Leading in Design (2006).
