The local planning authority is of the opinion that the proposed use will lead to an increase in demand for car parking in the area and off street parking provision is not proposed to be provided. It will thus result in further demand for on street parking which will be detrimental to physical character and amenity of the street and the area generally and will prejudice the safe operation of the highway contrary to the requirements of saved policy TR18 of the adopted Borough of Charnwood Local Plan and policy CS 4 of the Charnwood Local Plan Core Strategy. The use would also be likely to cause noise and disturbance within this primarily residential area which would be detrimental to the amenities of residents living in the surrounding area and result in unbalancing the community contrary to the intentions of saved policies H/13 and EV/39 of the adopted Borough of Charnwood Local Plan and the adopted Supplementary Planning Document on Student Housing in Loughborough.
