Reasons 1

The local planning authority is of the opinion that the proposal to use the property as a large house in multiple occupation inhabited by 8 residents would be likely to increase the potential for further noise and disturbance within this primarily residential area, greater than that normally associated with its current use as an office, which would be detrimental to the amenities of residents living in the surrounding area. As such, the proposed use would be contrary to the provision of saved policies H/13 and EV/39 of the adopted Borough of Charnwood Local Plan and Policy CS4 of the emerging Charnwood Local Plan Core Strategy. Furthermore, the site is in an area where there is already a high concentration of student households (28.86%) and, thus, Threshold Category (c), as defined by the policy matrix accompanying the adopted Supplementary Planning Document on Student Housing in Loughborough, applies. This indicates that planning permission for the conversion of buildings to provide accommodation of more than six unrelated people without provision of on site management will not be granted planning permission because it would be likely to be detrimental to the general amenities of the local area for the reasons stated above. The proposal would, therefore also be contrary to the intentions of the Borough Council as set out in this Supplementary Planning Document.
