Reasons 1

Whilst it is acknowledged that the Council is not currently able to demonstrate the availability of a five year supply of housing, and there is a presumption in favour of sustainable development, the cumulative detrimental impacts of the development are considered to outweigh the benefits secured by the additional supply of housing. The development is considered to be unsustainable and the cumulative detrimental impacts of this proposal are significant and comprise the following: a) Lack of evidence to demonstrate that development of this site is required to meet planned development needs as identified in the emerging Charnwood Local Plan Core Strategy or any identified local housing need or priority; b) the minor detrimental impacts of the proposal on the heritage environment through loss of ridge and furrow, the character and appearance of the Wymeswold Conservation Area and the setting of Wymeswold Hall a grade 2 listed building; c) the sites location within the countryside and the effect on the intrinsic character and beauty of the countryside; d) limited access to services and facilities by sustainable transport options resulting in the likelihood of increased use of private vehicles. The proposal is thereby contrary to the aims of paragraph 6, 7, 14, 17, 34, and 134 of the National Planning Policy Framework and does not constitute sustainable development. The proposal is also contrary to policies CS1, CS14 and CS17 of the Charnwood Local Plan Core Strategy 2006-2028., and policies ST/1, ST/2, and CT/1 of the Borough of Charnwood Local plan 2004.
