Reasons 2

It is the opinion of the local planning authority that the proposal would result in a significant increase in noise and disturbance to the neighbouring residential property, No 12 Meeting Street. The proposal would introduce outdoor seating which would be intrusive to the amenity of the neighbouring residential property. This would be contrary to policies EV/1 and EV/39 of the Borough of Charnwood Local Plan and policy CS/2 of the Emerging Core Strategy which all seek to protect the amenity of the surrounding area.


Reasons 1

The change of use does not provide any off street car parking for the tea rooms and therefore would be likely to lead to an increased demand for car parking within the highway which could create danger for highway users to the detriment of highway safety. This would be contrary to policy TR/6 of the Borough of Charnwood Local Plan which seeks to ensure a safe and satisfactory operation of the highway system.
