The proposed development by reason of its scale, mass and overall design, would result in the proposed works that are not sympathetic or subservient to the host dwelling and existing fence, and would appear as an incongruous feature of harm to the character of the street scene and the character of the existing dwelling. The development is therefore contrary to planning Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, "saved" Policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004), emerging policy DS5 of the Draft Local Plan and the requirements contained within the National Planning Policy Framework.
