The proposed development is considered to introduce an unacceptable level of overlooking, and a sense of a loss of privacy, to the neighbouring occupants of Woodgate and North Street. This would be in conflict with Policy CS2 of the Core Strategy (2015), Policy R01 of the Rothley Neighbourhood Plan (2019), Policy EV1 of the Local Plan (2004), Policy DS5 of the Emerging Local Plan.

The proposed development would fail to preserve or enhance the character of the Rothley Conservation area due to the incongruous form and overall design of the roofscape, and would therefore be in conflict with Policies CS2 and CS14 of the Core Strategy (2015), Policy EV1 of the Local Plan (2004), Policies R01 and R03 of the Rothley Neighbourhood Plan, as well as Policy EV8 of the Emerging Plan, and Paragraph 164 of the NPPF (2023), and the requirements of S.72 of the Planning (Listed Buildings & Conservation Areas) Act 1990.
