Reasons 2

The proposed two storey extension to the rear would lead to a material loss of daylight and sunlight to the conservatory of No. 102 Barrow Road. Furthermore, the proposed two storey rear extension would have an over dominant and overbearing impact on the garden and patio area of No.102, where it would be viewed as a bulk two storey elevation adjacent to the boundary wall and extending back along a significant portion of the boundary between the two properties. It would also lead to a reduction in light to the garden area of No. 102 which would add to this overbearing impact. Loss of privacy would occur from the proposed first floor side facing window. It is considered that the proposal would result in a significant loss of amenity to No.102 Barrow Road which would be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy (2011-2028), policies EV/1, H/17 of the adopted Charnwood Local Plan 2004, and Policy S2 of the Quorn Neighbourhood Plan and Policy DS5 of the Emerging Charnwood Local Plan 2021-2037, and the Council's Design Supplementary Planning Document.


Reasons 1

The proposed two-storey extension to the rear of the host dwelling by reason of scale, massing and overall appearance would not be sympathetic or subservient in form to the existing semi-detached dwelling. The resultant development would therefore appear out of character and result in a prominent and incongruous development within the detriment of visual amenity. The proposed development would therefore be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy (2011-2028) and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan, Policy DS5 of the Emerging of the Draft Charnwood Local Plan 2021-2037, and the Design Supplementary Planning Document (2020), and Policy S2 of the Quorn Neighbourhood Plan. The proposal is also considered to be development of poor design that fails to improve the character and quality of the area and should therefore be refused in accordance with paragraph 134 of the National Planning Policy Framework (September 2023).
