The design of the extension would be of excessive scale and massing and the additional front door would be incongruous resulting in a proposal which would be out of character with both the host property and the surrounding area. The proposal is therefore contrary to Policy CS2 of the Charnwood Local Plan 2011 - 2028 Core Strategy and saved Policy H17 of the Local Plan. It also would be contrary to emerging Policy DS5 of the Charnwood Local Plan 2021-37 and the Design Supplementary Planning Document.

1. The proposed extension would have an unacceptable amenity impact on the outlook and daylight of no. 64 Orchard Road. The massing and scale of the extension would have a materially detrimental overbearing impact on the side and part of the rear external space of no. 64, and on the first floor side window. It has not been demonstrated that the proposal would not cause an unacceptable reduction in the extent of direct sunlight reaching ground and first floor rear windows and the rear garden space of no. 64, including the primary amenity space near to the rear wall. It also has not been demonstrated that it would not unacceptably harm the outlook and daylight of the side window of no. 64. The proposal would therefore be contrary to Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy and saved Policy H17 of the Local Plan. It also would be contrary to emerging Policy DS5 of the submitted Charnwood Local plan 2021-37 and the Charnwood Design Supplementary Planning Document (2020).
