It is the opinion of the Local Planning Authority that the proposal, by virtue of the siting of the heat pump, it would be detrimental to the significance appearance of the listed building by introducing a distracting and incongruous element to a designated heritage asset which is harmful to its special architectural interest. The proposal fails to satisfy the requirements of Paragraph 194 of the NPPF and in accordance with paragraph 202 of the NPPF, it is considered that the proposal will lead to less than substantial harm to the significance of the designated heritage asset not outweighed by any public benefits. The proposed development fails to accord with Policies CS2 and CS14 of the Charnwood Local Plan 2011-2028 Core Strategy, emerging Policies DS5 and EV8 of the Draft Charnwood Local Plan 2021-2037, Policy H6 of the Woodhouse Neighbourhood Plan (2021)
