Reasons 1

The erection of 2no. dormers to the front roof slope and 1no. dormers to the rear roof slope of differing designs would not be harmonious or sympathetic in form, mass or scale to the existing dwelling. Furthermore, the proposed front and side extension would fail to reflect the style of the existing dwelling in terms of roof design, fenestration detailing and use of materials and would be of detriment to neighbouring amenity. The resultant building would appear as an out of character, incongruous and overbearing feature within the street scene, to the detriment of general visual amenity and the character of Damson Close. The proposal is therefore contrary to Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, "saved" Policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004), emerging Policy DS5 of the Draft Charnwood Local Plan 2021-2037 and Policy R03 of the Rothley Neighbourhood Plan (2021) which require that such development respects and enhances the character of the area and is of a design that is compatible with the locality and any neighbouring buildings. Similar advice is contained within the Borough Council's adopted Design Supplementary Planning Document (2020). The proposal is also contrary to Paragraph 134 of the NPPF (July 2021) which states that permission should be refused for development of poor design that fails to take the opportunities available for improving the character and quality of an area.


Reasons 2

2. The proposal would result in an unacceptable impact on neighbouring amenity, with regard to 4 Damson Close. The erection of the single storey front and side extension will have an overbearing impact on the ground floor facing window of 4 Damson Close and would result in a sense of enclosure and a reduced outlook to a main habitable room. The proposal therefore fails to comply with Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, "saved" Policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004), Emerging Policy DS5 of the Draft Charnwood Local Plan 2021-37 and the with the Design SPD (2020) of Charnwood Borough Council, which seek to preserve acceptable levels of residential amenity for neighbouring dwellings.
