Reasons 1

It is the opinion of the local planning authority that the proposed dormer extension to the rear by reason of scale, massing and overall appearance would not be sympathetic or subservient in form to the existing detached dwelling. The resultant development would therefore appear out of character and result in a prominent and incongruous development within the street scene to the detriment of visual amenity. The proposed rear dormer extension would therefore be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy (2011-2028) and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan and the Design Supplementary Planning Document (2020) which seek, amongst other things, to ensure that development does not cause harm to the character and appearance of the area and remains compatible in design with the original dwelling. The proposal is also considered to be development of poor design that fails to improve the character and quality of the area and should therefore be refused in accordance with paragraph 134 of the National Planning Policy Framework (July 2021), and Policy R03 of the Rothley Neighbourhood Plan.
