It is the opinion of the local planning authority that the provision of three new dwellings on the site would lead to the intensification of the use of the existing access onto an A classified road which has substandard vehicular visibility. The resultant residual cumulative impacts on the road network would be severe and could not be mitigated. The development would thereby be detrimental to highway safety and contrary to paragraphs 110 and 111 of the National Planning Policy Framework (2021) and saved policy TR/6 of the Borough of Charnwood Local Plan (2004).
