It is the opinion of the local planning authority that the proposed development by reason of its scale, massing and overall appearance would not be sympathetic or subservient in form to the existing dwelling. The resultant development would therefore appear out of character and result in an incongruous development that will be out of keeping and detract from the character and appearance of the local surrounding area and to the detriment of visual amenity. Furthermore a result of its height, scale, mass and poor design, the proposed outbuilding would result in a loss of outlook and privacy to the neighbouring properties which would be detrimental to residential amenity. The proposal would, therefore, be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy (2011-2028) and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan 2004 and the Design Supplementary Planning Document 2020 which seek, amongst other things, to ensure that development does not cause harm to the character and appearance of the area and remains compatible in design with the original dwelling. Furthermore, the proposal will be contrary with the relevant provisions of Chapter 12 of the National Planning Policy Framework.
