The proposed rear extension, by reason of its scale and design would appear out of character with the area and dominant to the rear elevations of neighbouring buildings. In addition, the proposed flats and the garden dwelling, by reason of their small size, orientation and design would result in poor living environment standards for their future occupiers which would be harmful to their residential amenity and undermine the aim of high quality design. The occupiers of the garden dwelling would also be subject to losses of privacy due to the proximity of principle windows to opposing windows in the proposed flats. The proposal would, therefore, be contrary to Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, the Council's adopted Design Supplementary Planning Document (2020) and national guidance set out in the National Planning Policy Framework, the National Design Guide and the DCLG Technical Guidance on Housing Standards.
