Futhermore, it is considered that the proposed dormers, by virtue of their poor design and materials proposed would result in less than substantial harm towards the character and appearance of the conservation area and setting of the listed building, that of No.49 Far Street, in accordance with policy CS14 of the Charnwood Local Plan (2011-2028) Core Strategy , the National Planning Policy Framework and Sections 66 and 72 of the Town and Country Planning Act 1990 (Listed Buildings and Conservation Areas). As such, paragraph 202 of the National Planning Policy Framework has been applied and it is considered the proposed development does not generate the public benefits to outweigh the identified harm from the development.
Reasons 1
The proposed development is of poor design and uses materials which fail to relate to, or, respect the character of the street scene. These changes would result in a development which would be out of character with the surrounding area in terms of its appearance, form and design. It is considered that this would create an incongruous feature within the street scene that would be visually harmful. As a result, the proposal would fail to accord with policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan which seek to ensure that new development remains is of good quality design and in context with the surrounding area. The proposal is also considered to be development of poor design that fails to improve the character and quality of the area and is thereby contrary to paragraph 130 of the National Planning Policy Framework (2019), the National Design Guide (2019) and he Charnwood Design Supplementary Planning Document (2020).
