Reasons 1

The erection of a fence 1.8m high within 2m of the back of the footway will result in visual intrusion and result in harm to the character and appearance of the street scene and designated heritage assets, namely the setting of the Grade II Listed Building and the adopted Quorn Conservation Area. The proposed development would result in less than substantial harm to the significance of these heritage assets. There are no identified public benefits to the proposal which outweigh this identified harm. It is, therefore, contrary to the intentions of Policies CS2 and CS14 of the Charnwood Local Plan 2011-2028 Core Strategy, saved policy EV/1 of the Borough of Charnwood Local Plan, Neighbourhood Plan Policy S2, the provisions of the National Planning Policy Framework and the adopted Design Supplementary Planning Document.
