Reasons 1

Following an analysis of the significance of the site, it is established that the boundary walls and piers to Meynell Lodge are important survivors of the historic fabric associated with the designated listed building and are a valuable source of historic information concerning the past use of the site. In addition, the existing wall, opening and gate piers make a positive contribution to the special character and appearance of Quorn Conservation Area. The removal of the gate pier and the section of boundary wall would result in an unjustified erosion of the historic value of the wall. It is further considered that the existing opening width of 2.700m already provides sufficient space for the access and egress of a motor vehicle and the loss of historic fabric cannot, therefore, be justified. In accordance with section 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, special regard has been paid to the desirability of preserving the listed building and the features of special architectural and historic interest which it possesses. In accordance with section 72(1) of the Act, special attention has also been paid to the desirability of preserving or enhancing the special character or appearance of Quorn Conservation Area. It is therefore considered, in accordance with paragraph 202 of the NPPF, that the proposal will lead to less than substantial harm to the significance of the designated heritage assets, that of the listed building and Quorn Conservation Area. This harm has been weighed against any public benefit that might arise out of the proposals and it is considered that, in this case, there are no such public benefits that would outweigh this harm. The proposals are also contrary to Policy CS14 of the Charnwood Local Plan 2011-2028 Core Strategy.
