The proposed change of use, by reason of its location within an area of land previously allocated as part of ecological mitigation for application P/13/2467/2, would result in a loss in ecology. The details of the application offer no further mitigation measures to compensate for such a loss and the benefits of the development would not outweigh the impact. The proposal would, therefore, be contrary to Policy CS13 of the Charnwood Local Plan 2011-2028 Core Strategy, the Council's adopted Design Supplementary Planning Document (2020) and national guidance set out in the National Planning Policy Framework.
