The proposed addition of a first floor extension to this traditional barn detracts from the appearance of the development as a former farmstead within open countryside. The property is clearly visible from Paudy Lane and is within a prominent location. The building remains largely untouched from its previous use as a barn and has an aesthetic and cultural value which would be lost as a result of this development. The proposal does not contribute to the character and appearance of this existing development at Oaks Farm and does not represent an appropriate high quality design. The proposal is therefore considered to be contrary to Policies CS2 and CS11 of the Charnwood Local Plan (2011-2028) Core Strategy and saved Policies EV/1, CT/1, CT/2 and H/17 of the adopted Borough of Charnwood Local Plan 2004. It is also considered to be contrary to the Council's SPD on Design as well as the National Planning Policy Framework and the National Design Guide.
