Reasons 1

The proposal follows the grant of planning permission under application reference P/19/1028/2 for the erection of a dwelling on the site. The approved dwelling represented a well-considered and well-proportioned house of a traditional design. It is considered that the current proposal, with its raised eaves, half hipped roof forms, raised ridge height, bulk and massing would result in a dwelling with a composition, proportion and fenestration which are clumsy and contrived. Overall, the proposal represents a significant reduction in design quality and a dwelling which would be at odds with the character and appearance of the adjacent Woodhouse Eaves Conservation Area. It is therefore considered that the proposal would not achieve the expectations of high quality design as set out in Policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy, Policy EV/1 of the Borough of Charnwood Local Plan, the adopted Supplementary Planning Document on Design or advice contained in national guidance including the National Planning Policy Framework. It is also considered that the proposal would neither preserve nor enhance the character, appearance or setting of Woodhouse Eaves Conservation Area as required by sections 72 and 66 of the Town and Country Planning (Listed Building and Conservation Areas) Act 1990. The proposal is also contrary to advice contained within the NPPF and Policy CS14 of the Core Strategy (2015 and the Woodhouse Eaves Conservation Area Character Appraisal which seek appropriate forms of development that conserve and protect heritage assets and their settings.
