Reasons 1

The application property is an important part of the Church Gate Conservation Area in terms of its history, its scale, form, nature, and architectural detailing and it occupies a prominent position within the street scene and significantly contributes to the character and appearance of this part of the Conservation Area. The proposal involves the replacement of timber windows with UPVC replacements to the rear elevations of the property and it is considered that whilst the use of the building for residential apartments is acceptable in principle, the proposed elevational alterations to the building through the replacement of timber windows with plastic ones would result in less than substantial harm to the significance of the Church Gate Conservation Area. The proposal will therefore fail to accord with Policy CS14 of the Charnwood Local Plan (2011-2028) Core Strategy, Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and the relevant provisions of the National Planning Policy Framework and adopted design advice contained in Supplementary Planning Document 'Design' 2020.
