Reasons 1

The proposed development, by virtue of siting (on a prominent corner plot), scale, massing, material treatment and overall appearance, would introduce an incongruous form of development into the area, which would fail to reflect the prevailing built form and pattern of development within the immediate locality of Glenmore Avenue and Neville Close, and the wider adjoining residential development. As a result, the proposal would not reinforce local distinctiveness by positively contributing to and complementing the character of the area, and in turn would undermine the character and appearance of the local area, and the visual amenity to these street scenes. Accordingly, the proposed development would be contrary with the relevant provisions of Policy CS2 of the Charnwood Local Plan (Core Strategy) and "saved" Policy EV/1 of the Charnwood Local Plan 2004. Furthermore, the proposal will be contrary with the relevant provisions of Chapter 12 of the National Planning Policy Framework.
