Reasons 1

The local planning authority is of the opinion that the proposed development by virtue of its form, layout, design and access would introduce a housing development into this important part of the Conservation Area and which would be of poor design quality and fail to adequately consider and respond to its historic context. The proposal fails to consider the retention/re-use of existing historic buildings on the site and the overall loss of fabric including the boundary wall fronting the site would result in less than substantial harm to the significance of designated heritage assets, that of the setting of the listed building at No. 47 Beveridge Street and the Barrow-upon-Soar Conservation Area. It is also considered that the less than substantial harm is not outweighed by any public benefits. The proposal would therefore be at odds with Policies CS2 and CS14 of the Charnwood Local Plan (2011-2028) Core Strategy, Policy EV/1 of the Borough of Charnwood Local Plan, the relevant provisions of the National Planning Policy Framework and would also fail to accord with Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 and Policies Bus3, BuS4, BuS16 and BuS17 of the Barrow upon Soar Neighbourhood Plan.
