Reasons 1

The local planning authority considers that, due to the proposals scale and dominance over the existing and surrounding dwellings, the proposal would appear incompatible with the existing building and would be an intrusive and incongruous feature within the street scene, to the detriment of visual amenity. For this reason, the proposal is contrary to saved Policies EV/1 and H/17 of the adopted Borough of Charnwood Local Plan (2004) and Policy CS2 of the Charnwood Local Plan Core Strategy which require that such development respects and enhances the character of the area, is of a design that is compatible with neighbouring buildings, is not intrusive or incongruous in the street scene and remains compatible in scale, mass and design with the original building. The proposal is also contrary to advice contained within the Borough Council's adopted Supplementary Planning Document, Design (2020).


Reasons 2

It is the opinion of the local planning authority that the proposed outbuilding, by reason of its height, scale and mass close to the boundary with No.44 Ivydale Road, would have an intrusive and over dominant impact on that property, and, also give rise to a loss privacy to the rear garden area and main habitable rooms of the same dwelling on account of the first floor windows to the outbuilding, to the detriment of the residential amenity of the occupiers. The proposed development is, therefore, contrary to policy CS2 of the adopted Charnwood Local Plan 2011-2028 Core Strategy, saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan and the provisions of the National Planning Policy Framework. These seek to ensure that extensions to dwellings are not detrimental in terms of privacy, over dominance or loss of light to adjacent properties. In these terms, the proposal is also in conflict with the advice given in the Borough Council's adopted Design Supplementary Planning Document.
