Notwithstanding the submitted information, it is considered that the applicant has failed to demonstrate that the proposal would not result in net biodiversity losses. The proposal is therefore in conflict with Policy CS13 of the Core Strategy and the relevant provisions of the National Planning Policy Framework which seek to ensure sustainable development which protects and enhances biodiversity and geodiversity. The proposal also fails to accord with Policy ENV6 of the Sileby Neighbourhood Plan.

Notwithstanding the submitted information, it is considered that the proposal would result in less than substantial harm to the significance of designated heritage assets,namely the setting of the Listed building and the Sileby Conservation Area, of which such harm is not outweighed by the public benefits. The application is therefore contrary to Policy CS14 of the Charnwood Local Plan (2011-2028) Core Strategy and Paragraphs 195 and 196 of the NPPF. As such, there is also a statutory presumption against the grant of planning permission in accordance with Sections 66 and 72 of the Town and Country Planning (Listed Buildings and Conservation Areas) Act 1990
