Notwithstanding the submitted information, it is considered that the proposal would result in less than substantial harm to the significance of designated heritage assets, namely the historic significance and setting of the Listed building, of which such harm is not outweighed by the public benefits. The application is therefore contrary to Policy CS14 of the Charnwood Local Plan (2011-2028) Core Strategy and Paragraphs195 and 196 of the NPPF. Furthermore, because the proposal would fail to preserve or enhance the listed building as is considered to be a 'desirable' objective within section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990 there is a statutory presumption against granting listed building consent
