The proposal would lead to the loss of a section of a wall which is important to the significance of the Conservation area and which is referenced within the Conservation area Appraisal. This harm would be less than substantial but would not be outweighed by any public benefit. The proposal would also fail to preserve the significance of the Conservation area in this respect. Additionally the existing granite stone wall and trees along the frontage of Mountsorrel Lane make a significant and distinctive contribution to the character and appearance of the street scene and the wider conservation area. It is considered that the addition of a new engineered access would be visually harmful in the streetscene and again lead to less than substantial harm to the significance of Sileby Conservation Area. Accordingly the proposal is considered to be contrary to the provisions of Policies CS2 and CS14 of the Charnwood Local Plan 2011-2028 Core Strategy and saved Policy EV/1 of the Borough of Charnwood Local Plan 2004, Paragraph 196 of the National Planning Policy Framework (2019) and legislation to protect heritage assets.
