Reasons 1

The application site is outside the limits of development of the village of Burton on the Wolds, within the open countryside. New development in the countryside will be strictly controlled. Planning permission will only normally be granted where essential for the needs of agriculture, horticultural, forestry and other activities appropriately located in the countryside. It is considered that the proposed development does not meet any of these exceptions and, therefore, the proposal would not be acceptable in principle. Accordingly, the proposed development would be contrary with the relevant provisions of up-to-date Development Plan Policies CS10 and CS25 of the Charnwood Local Plan (Core Strategy) and "saved" Policies ST/2 and CT/1 of the Charnwood Local Plan 2004.


Reasons 4

The proposed development fails to demonstrate that adequate off-street vehicular and cycle parking provision can be provided on-site. In the absence of this, the proposal would result in an unacceptable impact on highway safety, contrary with the relevant provisions of Paragraph 109 of the NPPF, Policy CS2 of the Charnwood Local Plan (Core Strategy), "saved" Policy TR/18 of the Charnwood Local Plan 2004 and the guidance contained within the Leicestershire Highways Design Guide.


Reasons 3

Insufficient information, in the form of an ecological survey and accompanying report, has been submitted in support of this planning application to enable the Local Planning Authority to assess the potential impact of the proposed development on biodiversity which is contrary to Policy CS13 of the Charnwood Local Plan (Core Strategy) and Paragraph 170 of the NPPF which aims to conserve and enhance the natural environment.


Reasons 2

The Applicant has failed to submit a Noise Impact Assessment to enable the Local Planning Authority to assess the impact of the operational activity associated with the proposed development on the amenity of the current/future occupants of adjacent and nearby users. In the absence of this information, the proposed development would be contrary with the relevant provisions of Policy CS2 of the Charnwood Local Plan (Core Strategy) and "saved" Policy EV/1 of the Charnwood Local Plan. Furthermore, the proposed development would be contrary with the relevant provisions of Paragraphs 127 and 170 of the National Planning Policy Framework.
