Reasons 1

It is considered that the existing brick boundary wall and Lawson Cypress hedge fronting Regent Street form a continuous attractive, verdant border along this side of Regent Street. The existing means of enclosure therefore makes a significant and distinctive contribution to the character and appearance of the street scene and the wider conservation area. It is considered that the creation of a 6m wide opening within the wall, the creation of a vehicular access, the removal of all significant trees within the application red line area and the creation of a hard-standing would result in less than substantial harm to the identified heritage asset of the Thrussington Conservation Area contrary to the provisions of Policies CS2 and CS14 of the Charnwood Local Plan (2011-2028) Core Strategy and Policy EV/1 of the Borough of Charnwood Local Plan. In addition, the proposed development would result in no identifiable public benefits which would off-set the harms as required by Paragraph 196 of the National Planning Framework (2019).
