The application site is within an Archaeological Alert area. In the absence of the submission of an assessment of the heritage assets with archaeological interest which may be present on the site, the local planning authority is unable to properly and fully assess the impact of the proposal on such heritage assets. The proposal is therefore contrary to the National Planning Policy Framework and Policy CS14 of the Charnwood Local Plan 2011-2028 Core Strategy.

Having regard to the small size and irregular shape of the application site, the land levels in and around it and its close proximity to neighbouring dwellings and their curtilages, it is the opinion of the local planning authority that the erection of a dwelling on this site would lead to a cramped form of development with minimum privacy for the proposed dwelling and poor amenity space and living conditions for the occupiers of existing and the proposed dwellings by reason of dominance, poor outlook and light penetration. The proposal would therefore be contrary to the intentions of the National Planning Policy Framework, Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, saved Policy EV/1 of the adopted Borough of Charnwood Local Plan and the Supplementary Planning Document 'Leading in Design'.
