The application site is located within the Rothley Ridgeway Conservation Area and within an area originally designed as a garden suburb where the landscaping concept included hedges and planting to front boundaries rather than walls and this is a key characteristic which contributes to the significant of the heritage asset. It is the opinion of the local planning authority that the proposed development, by virtue of its height, design and position, fails to adequately respect the character of the area and the otherwise predominantly verdant street scene and the significance of the heritage asset - that of the Rothley Ridgeway Conservation Area. The erection of the walls has introduced prominent and discordant features in the street scene which also fail to accord with the Leicestershire Highways Design Guide leading to concerns regarding pedestrian and highway safety. The proposal is therefore contrary to Policies CS2 and CS14 of the Charnwood Local Plan (2011-2028) Core Strategy and Policies CT/1, CT/2 and H/17 of the Borough of Charnwood Local Plan.
