The proposals form part of the wider masterplan for Hallam Fields and due to the delivery of other phases and facilities elsewhere wihtin the masterplan area, the site forms additional land for development. The applicant has declined to enter into a s106 Legal Agreement to secure affordable housing provision or contributions towards education services. As such the proposals would fail to deliver infrastructure and an affordable housing provision necessary to make the development acceptable. As such the proposals would be contrary to the aims and objectives of Policies CS3 and CS24 of the Core Strategy and the aims and objectives of the National Planning Policy Framework to deliver inclusive communities.
