The proposed dwellings would be located partially below natural ground levels and would be served solely by five small north east facing windows directly adjoining a footpath. Whilst screening could be achieved by using mirrored glazing this would not address the low levels of natural light that future occupants would experience within their dwellings. This is considered to give rise to a poor level of amenity which would not represent a high quality design. It is considered that this would be contrary to policy CS2 of the Core strategy and the advice given within section 7 of the National Planning Policy Framework with regard to design.
