Reasons 1

The proposed additional access to serve Rookery Farmhouse would involve the demolition of a section of the brick wall along the roadside boundary of the site. Such development would result in the loss of a distinctive built feature and the erosion of the current sense of enclosure which make a valuable contribution to the local vernacular of this part of the Walton-on-the-Wolds Conservation Area and would represent an unwarranted and incongruous form of development which would have a significantly detrimental impact on the historic character and visual appearance of the street scene and the character of the conservation area. The proposal would conflict with the overarching sustainability objectives of the National Planning Policy Framework as it would fail to represent good design or contribute to protecting and enhancing the natural, built and historic environment. It would also be contrary to Policies CS2 and CS14 of the Charnwood Local Plan 2013-2028 Core Strategy 2013 and saved Policy EV/1of the Borough of Charnwood Local Plan which require development proposals to be of a high quality design and to protect heritage assets and their setting.
