The building, the subject of this proposed change of use, is situated in the rear yard of Nos 106 and 108 Ashby Road. It is single aspect and has a close relationship with the backs of these two properties. It is the opinion of the local planning authority that the proposal would result in a cramped form of development which would provide very limited outlook from small habitable rooms, no private amenity space for the enjoyment of the future occupiers of the dwelling and limited privacy for both nearby residents and occupiers of the proposed dwelling. Consequently, the development would be contrary to the intentions of Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy and Policy EV/1 of the Borough of Charnwood Local Plan and the relevant provisions of the National Planning Policy Framework which require housing developments to be good quality design with good standards of amenity for all existing and future occupants of land and buildings.
